Capitães do Desterro: a ausência do direito à educação como fonte da marginalização juvenil

Abstract

This monograph analyzes how the violation of the right to education contributes to the marginalization of young people living in the Desterro neighborhood, in São Luís, Maranhão, increasing their social vulnerability and youth crime rates. The main objective of the study is to understand how the absence of effective public policies in the field of education undermines the development of these youths and intensifies historical inequalities in the urban context of Maranhão. The research involves the reconstruction of the educational history of the neighborhood, identification of gaps in the implementation of the right to education, and analysis of the social consequences of state neglect. The methodology is qualitative, based on the hypothetical-deductive method, using bibliographic review, document analysis, and interpretation of official statistical data. The results indicate a direct correlation between educational exclusion and social fragility among young people in Desterro, highlighting the State's omission in ensuring full access to education as a tool for citizenship and emancipation. It concludes that strengthening education as a fundamental right is essential to reverse social exclusion processes and confront the structural roots of youth crime.
