A reforma administrativa de 1995 e o combate ao estado patrimonialista

Abstract

This work sought to analyze whether the administrative reform triggered in 1995 marked a break with the patrimonialist State. In the first chapter, the concept of patrimonialism and management models after it was addressed, focusing on those which emerged from the second half of the twentieth century, the New Public Management and the New Public Governance. In a second moment, the evolution of the Brazilian public administration, from the Proclamation of the Republic to the administrative reform of 1995, and possible indications of the existence of a patrimonialist management model were pointed out. In the third chapter of this research, characteristics were portrayed, as well as the context in which constitutional amendment 19/98 was elaborated, an instrument of administrative reform of 1995 that generated thorough changes within the Federal Constitution, mainly in relation to the organization of public administration. Finally, two cases were analyzed in order to illustrate either the success or failure regarding the management reform of 1995 in breaking with the patrimonialist state. In the face of these objectives, bibliographic and documentary research were used in this survey.
